What a cart would cost to send

POST /channels/{channelId}/rates

What a cart would cost to send, for a sales channel's checkout: any channel app calls it from its own checkout hook under its own token, and an app's token must be the app that provides the channel (403 ChannelNotYours); a person may call it to preview the rules.

The core dry-runs the organization's routing against current stock (the channel's first catalog deciding the policy), packs each site's parcel into its boxes (a line with no SKU, or one inventory does not hold, by its weightGrams), quotes every parcel from its site within CHECKOUT_RATES_BUDGET_MS (4 s), and offers the services every parcel shares, priced as their sum and coded <car_>:<service>, and — for a cart split across sites — the cheapest combination, coded combo:<chn_>, which names no single service (each parcel's is chosen at pack). Then the channel's rules apply — their money (a fixed markup, the free-shipping threshold, the fallback's price) is in the channel's own currency: a cart in another converts it at exchangeRate when the channel gave one, else at today's central-bank reference rate (each currency against the home currency, crossed), and leaves it out only when no rate converts it — never applied at face value. When no carrier answers in time, or every rate is ruled out, the fallback stands in (flat:<chn_>, fallback: true), or no rate at all without one. A SKU inventory has not weighed is weighed at the line's weightGrams; one nobody weighed makes the answer estimated, naming it in unweighed. A rate with an ETA — the carrier's, else the channel's transit days — carries delivery: the earliest and latest days it arrives, counted in business days (Monday to Friday; public holidays are not counted out) from its dispatch day under the channel's handling days and cut-off. Allowed while the organization is read-only. Appends nothing: a quote is asked of the carriers' apps and kept nowhere. No idempotency key: each call asks the carriers again and changes nothing.
